Task 45 - Infra-Red (IR) Send and Receive

Well i have some software ready - the first one i tried was a dud!
This one originally came from

http://www.arduino.cc/playground/Learning/Tachometer

but needed a bit of adapting..

..& it's NOT working!
I've got a feeling it's the hardware..
